Unlike isolated scholars who issued individual verdicts, Imam Abu Hanifa established a groundbreaking consultative academy (Shura) composed of forty top scholars of Kufa — experts in Quranic exegesis, Hadith, Arabic language, and practical governance.
Together, they discussed real and hypothetical legal cases, debating each point thoroughly using the Quran, authentic Sunnah, Sahaba consensus (Ijma), and legal analogy (Qiyas). Only when all forty scholars reached consensus was the ruling recorded in their official code.
Imam Abu Hanifa was remarkably humble regarding his legal deductions. He famously stated: "This opinion of ours is an inference; it is the best we could arrive at. If someone brings a better argument based on Quran and Sunnah, theirs is more deserving of acceptance."
His legal framework prioritized public benefit (Istihsan), ease, and protection of individual rights, making the Hanafi legal school the most widely practiced methodology across the Ottoman Empire, Central Asia, South Asia, and beyond.
